The film attempts to highlight the spirit of the tribunal,judge and staff through their story of bringing social harmony among the people of the Flaming Mountain area, Turpan. In a multi-ethnic region with scorching heat and difficult terrain, the people of the tribunal make the lives of locals as well as the tourists easier by mediating conflicts, providing access to the much-needed legal information and settling flames between the people of Flaming Mountain area.
